On the morning of May 23, the Traffic Safety Board of Ninh Thuan province said that through the inspections so far in Vinh Hy Bay and Kinh Beach, there are still many arising problems that have not been resolved, such as spontaneous water motor activities and a number of other inland waterway vessels without papers and certificates according to regulations still operating stealthily.
Accordingly, through inspection, the functional force discovered six spontaneous wooden bridges of people used to park aquaculture vehicles, and the canoes used to pick up, drop off tourists in contravention of regulations, and have not been disassembled yet. Meanwhile, many spontaneous aquaculture cages are encroaching on channels and creeks in Vinh Hy Bay area, affecting the activities of ships and tourist means of transportation.
In addition, in the area in front of Kinh Beach Wharf, the situation of service cars transporting tourists and parking was not orderly in the parking lot, the Vinh Hai commune's local government had been assigned to manage and operate in the parking lot but not implemented well so that vehicles stopped and parked not in accordance with the regulations
Before the above shortcomings, Chairman of Ninh Thuan Provincial People's Committee, Mr. Tran Quoc Nam directed, Ninh Hai District People's Committee organized propaganda, reminded and asked business households to soon change the model of floating rafts to verify and ensure safety of tourists according to regulations. It is determined to remove six spontaneous wooden bridges of people used to park aquaculture vehicles, canoes take advantage of the spontaneous wooden bridges to anchor and transport tourists.
Vinh Hy Discovery Company is urging to quickly complete the implementation of construction design drawings and procedures for licensing construction and operation of the wharf to ensure strict, correct order and procedures as prescribed.
In particular, enterprises and business households with aquaculture cages that are encroaching on channels and creeks in the Vinh Hy Bay area were urgently requested to move out of the shipping operation area.
Chairman of Ninh Thuan Provincial People's Committee asked the Provincial Border Guard Command to continue directing Vinh Hai Border Guard Station to coordinate with local authorities and related units to closely inspect and strictly control means of operation in inland waterways, floating raft houses, floating restaurants operating in the area; promptly detect and handle violations; propagate, remind and request enterprises and business households that have not yet registered their canoes and jet skis with the authorities, to urgently ask them to register.
The provincial Department of Culture, Sports and Tourism was assigned to preside and coordinate with functional forces in strengthening the state management of sports and tourism activities for water motor vehicles, including stopping the situation of water motorbikes operating in Vinh Hy area without being licensed in accordance with regulations, potentially causing traffic accidents.
The Department of Transport was assigned to assume the prime responsibility for, and coordinate with relevant units in inspecting and reviewing the planning of inland waterways to unify the location of new wharf construction; guide Vinh Hy Discovery Co., Ltd. to perform construction design drawings and procedures for licensing construction and operation of the wharf to strictly ensure strict and correct order and procedures as prescribed. For temporary bridges to pick up and drop off tourists (6 spontaneous wooden bridges), it needs to guide local people to complete construction design drawings, procedures for registration of construction permits and operation of the wharf in accordance with regulations.
The Department of Agriculture and Rural Development is assigned to assume the prime responsibility for, and coordinate with relevant units in reviewing the planning of aquaculture scope in the area, clearly delineating the location of the water surface without affecting inland water activities, and ensuring that inland waterway activities in the area are orderly, safe and well ventilated.
