On April 16, in Ninh Thuan Province, on behalf of leaders of the Party and State, Prime Minister, Mr. Pham Minh Chinh attended the 30th anniversary of the re-establishment of Ninh Thuan Province (April 1, 1992 - April 1, 2022), 47 years of liberation of Ninh Thuan (April 16, 1975 - April 16, 2022), towards the 47th anniversary of the liberation of the South and reunification of the country (April 30, 1975 - April 30, 2022).
The ceremony was organized by the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of Ninh Thuan Province. There were also the attendances of comrades: Mr. Do Van Chien, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Mr. Le Hoai Trung, Head of the Central Committee's Foreign Affairs Committee; Minister, Chairman of the Government Office, Mr. Tran Van Son; Minister of Planning and Investment, Mr. Nguyen Chi Dung; Minister of Industry and Trade, Mr. Nguyen Hong Dien; Minister of Natural Resources and Environment, Mr. Tran Hong Ha; Chairman of the Vietnam General Confederation of Labor, Mr. Nguyen Dinh Khang; Secretary of Ninh Thuan Provincial Party Committee, Mr. Nguyen Duc Thanh; and other leaders of ministries, departments, branches, central agencies and localities.
On this occasion, Ninh Thuan province was honored to receive the First-class Labor Medal, a noble award awarded by the Party and State.
Speaking at the ceremony, Prime Minister, Mr. Pham Minh Chinh stated: Ninh Thuan is a province with an important strategic position, a land rich in historical and cultural traditions, a resilient, indomitable, revolution, always determined and high will to rise through the ages. Separated from Thuan Hai Province, when it was first re-established in 1992, Ninh Thuan - the land of sunshine and wind - with poor and backward socio-economic infrastructure, small economic scale, and people living with low standard and facing many difficulties. The need to stop the deployment and construction of nuclear power plants significantly affects the orientation of economic restructuring and the people's thoughts, feelings, aspirations and desires for socio-economic development of the province.
After 30 years since the re-establishment of the province, with bravery and will, solidarity, inheritance, progressive, modesty, determination to change thinking, vision, breakthrough, building regulations appropriate socio-economic development plans with different potentials, outstanding opportunities, competitive advantages, dare to think, dare to do. The Party committee, government, army and people of Ninh Thuan overcame difficulties, rose up, transformed strongly, made good use of potentials and advantages, turned disadvantages into competitive advantages, and turned challenges into opportunities for development, taking renewable energy, marine economy, tourism and services as a breakthrough to replace nuclear power development and other economic activities.
The province's economy has changed intensely and developed dramatically. The scale of GRDP in 2021 increased 69.6 times compared to 1992, the average growth rate is 8.14%/year, higher than the average growth rate of the whole country; total investment capital of the whole society increased more than 440 times. The economic structure changed positively and in the right direction, the proportion of industry and construction increased by more than 20%.
From a province with poor socio-economic, medical and educational infrastructure, Ninh Thuan has gradually established a seaport, railway, road, and irrigation system to meet development requirements; is gradually forming and becoming a major renewable energy center of the South Central and Central Coast regions. Industrial zones and clusters have been effectively promoted and are attractive destinations for many domestic and foreign investors. Agriculture, forestry and fishery production and rural economy develop in a sustainable way. Tourism with impressive highlights is developing rapidly and becoming a spearhead economic sector of the province. Infrastructure of healthcare, education, culture, physical training and sports has been gradually developed in an advanced and modern direction.
The people's income, material and spiritual life are constantly being improved. The rate of multidimensional poor households decreased rapidly, from 14.93% in 2016 to 4.57% in 2021. This is a very impressive result and achievement. Cultural and social fields are taken care of; national defense, security, social order and safety are maintained; the political system is constantly being consolidated. Party building and cadre building have received attention and focus, and people's trust in the Party and State has been increasingly consolidated and strengthened.
In the recent fight against the COVID-19 pandemic, the province has effectively implemented measures to prevent, control and control the epidemic, ensure social security, and maintain a high growth rate (GRDP in 2021 increases to 9%, ranking fourth in the country, leading in the North Central and Central Coast regions).
On behalf of the Party and State leaders, the Prime Minister warmly congratulated, praised and appreciated the efforts and achievements that the Party Committee, government, army and people of Ninh Thuan province have achieved during the 30-year journey of construction, innovation and development.
With different and unique potentials and advantages from nature, people, cultural traditions, local history and on the stable and favorable political, economic and social background of the country of extensive international integration, Ninh Thuan is facing new and promising development opportunities.
In order to realize the development aspiration to become a rich and strong province, Ninh Thuan still has much to do in terms of economic, social, health, education, climate change adaptation infrastructure, digital transformation infrastructure, restructuring the economy, improving the quality of human resources, attracting investment, applying science and technology in agriculture, services, tourism, further promoting the cultural identity of the ethnic groups.
The Party committee, government, army and people of Ninh Thuan need to inherit the results achieved over the years, make more efforts, unite more, join hands, constantly innovate, dare to think, dare to do, promote the experience and achievements gained, be proactive, creative, self-reliant, come up from their own hands, brains, sky, sea and land, overcome all difficulties and challenges, strive to fulfill all goals of 2022 and the following years. Considering the importance and breakthrough of taking internal resources as the basic, strategic, long-term, decisive, external forces are the way to contribute to both country to build an independent and self-reliant economy. Some of the things to keep in mind are the following:
Firstly, continuing to preserve, consolidate and cultivate unity and solidarity in the Party Committee, government and people of Ninh Thuan. This is one of the most important resources for rapid and sustainable development. The construction of the Party and a clean and strong political system, to constantly improve the leadership capacity and combat power of party organizations and members need to pay more attention. Further promoting the spirit of democracy and discipline; resolutely fight against corruption, negativity, wastefulness, angling for position, authority and project. Promoting the decentralization, administrative reform, digital transformation, drastically improving the investment and business environment, and enhancing provincial-level competitiveness. Actively removing difficulties and problems for people and businesses. Encouraging innovation and start-up, facilitating the formation of large-scale and high-tech enterprises.
Thirdly, diversifying, mobilizing to the maximum and effectiveness of social resources, restructuring the economy in association with innovating the growth model, and improving the quality and efficiency of the economy. Stepping up and being more drastic in investment and development of infrastructure in a synchronous, reasonable and effective manner, especially strategic infrastructure projects, health infrastructure, culture, education, transportation, digital transformation infrastructure, energy infrastructure, and climate change adaptation infrastructure.
Resolutely reviewing, restructuring, and improving the efficiency of public investment, boldly cutting out unnecessary projects, avoiding spreading, splitting, fragmenting, causing pause and delay in progress, concentrating capital resources for large, central, key projects with pervasive, long-term impacts.
Developing agricultural economic industry associated with high technology application, climate change adaptation and new rural construction. Developing industrial economy associated with trade, services, tourism and urban areas. This is to build Phan Rang-Thap Cham into a modern and smart city, as a driving force for pervasive growth in the whole province, speeding up the progress of projects according to the planning approved by competent authorities such as renewable energy projects, general seaport project, gas-electricity complex, and the formation and development of Ca Na industrial area. The aim is to develop tourism into a spearhead economic sector, increase the promotion, and get ahead quickly when Vietnam's tourism has reopened.
Fourthly, do not sacrifice progress, social justice, cultural values, ethics and ecological environment to pursue only economic growth. Preserving and developing, promoting the culture imbued with the identity of the ethnic groups in the province, effectively implementing and commencing the direction of General Secretary Mr. Nguyen Phu Trong at the National Cultural Conference in November 2021. Strongly arousing the spirit of great national unity, love for the homeland and country and responsibility for self, family and society. Implementing the policy of ethnic equality, solidarity, respecting and helping for each other, creating all conditions for all ethnic groups to be equal, developing together and progressing together.

Sixthly, implementing drastically and effectively the conclusions of the Central Committee, Resolution of the National Assembly, Resolution 128 of the Government on safe, flexible adaptation and effective control of the COVID-19 epidemic and Resolution 38 Government's program on COVID-19 prevention and control in 2022 and 2023, in parallel with the program of socio-economic recovery and development, ensuring social security, early completion of 3rd dose vaccination for children people aged 18 and over, complete the vaccination for children from 5 to under 12 years old in the second quarter of 2022 according to the guidance of the Ministry of Health...

Also on the afternoon of April 16, the Prime Minister and his delegation surveyed Thanh Son Airport in Phan Rang - Thap Cham City, mobilized and checked the training and combat readiness of the Airborne Regiment No. 937 of the Airborne Division No. 370 stationed there; visited Vietnamese Heroic Mother Mrs. Le Thi Hu, 96 years old in Ca Na Commune, Thuan Nam District, whose husband and 3 children are martyrs; visited and encouraged people and workers in Ca Na fishing port area and at investment projects./.
