Accelerating tourism projects

With the goal of developing tourism in Ninh Thuan to become a spearhead economic sector, in recent years, the province's tourism industry has paid attention to expanding and calling for investment in many tourism projects, contributing to the development of the industry. However, there are some projects that are behind schedule, wasting land resources and development opportunities. In order to promote tourism development, the province is focusing on accelerating the progress of tourism works and projects in order to develop infrastructure, diversify and improve service quality.

With the potential and strategic orientation of tourism development, over the past time, Ninh Thuan has attracted many investors to develop tourism projects in the area, including large-scale and high-class projects with high-class tourism worth billions of dollars. In order to support investors in implementing projects, departments, branches and localities in the province have focused on compensation, site clearance, land use purpose conversion, solving difficulties for investors to implement the project. Thereby, many large projects and project items have been completed and put into operation, attracting a large number of tourists to Ninh Thuan. However, there are also some projects behind schedule, affecting the efficiency of land use. In the spirit of supporting investors and resolutely dealing with investors who lack determination and capacity to implement projects, the Provincial People's Committee regularly inspects and monitors the progress of current large-scale and major tourism projects in the province.

According to the Department of Planning and Investment, currently in the province there are 22 key tourism projects being implemented. Of which, 6 projects have allocated land; 3 land allocation projects to extend the use schedule; 4 projects have allocated land, slow implementation progress; 9 projects have not been allocated land, land clearance problems, forest land issues and slow progress. In which, there are a number of projects that have been licensed for investment policy for more than 10 years but have not been put into operation yet, such as: Nam Nui Chua Ecological Tourist Area Project; Hon Do High-class Resort Eco-Tourism Project; Bai Thung Ecological Tourist Area Project; Nui Chua High-class Resort Eco-Tourism Project.

For example, the Nam Nui Chua Ecological Tourist Area Project with an area of ​​more than 90 hectares of land has been granted an investment registration certificate since 2007. However, up to now, after nine amendments, the project has only operated the Phase 1 and put into operation at the end of 2021. Particularly, Phase 2 is under construction from the beginning of this year and is expected to be put into operation by the end of 2023. For the project of Hon Do High-class Resort Eco-Tourism Project with 33 hectares in Thanh Hai Commune (Ninh Hai District) was granted an investment registration certificate in 2011, with a capital of nearly 460 billion VND. After more than 10 years, up to now, this project is still entangled in compensation and site clearance procedures to build a road connecting to the project. Particularly, two projects in Vinh Hai Commune (Ninh Hai District) are Nui Chua High-class Resort Eco-Tourism Project, which was granted an investment registration certificate since 2008, with an investment of nearly 380 billion VND and Bai Thung Ecological Tourist Area Project was granted an investment registration certificate since in 2009, investment capital 170 billion VND. Despite being behind schedule for many years and being granted an extension of land use schedule by the Provincial People's Committee, up to now, nearly 14 years, the project implementation progress is still slow.

In order to speed up the implementation of tourism projects in general and key tourism projects in particular, the Provincial People's Committee has directed departments, branches and localities to continue to coordinate closely, synchronously and effectively in the handling process and solving work related to key tourism projects in the province. Mr. Truong Van Tien, Deputy Director of the Department of Planning and Investment said: For projects that have been granted investment policy decisions, the province also constantly urges investors and requests a report to strictly control the progress as committed. For unsolved problems, the Department of Planning and Investment has also coordinated with other sectors to promptly solve them, creating the best conditions for investors to implement the project. Following the direction of the Provincial People's Committee, the Department has sent a document to investors requesting a plan to commit to the investment progress monthly, quarterly for each item, specific roadmap according to the investment policy decisions for authorities to monitor implementation progress. This is also the basis to strengthen the inspection and handling of violations against projects that do not meet the schedule, whereby, purify and deal with investors who do not have the capacity to implement the project.

In addition to attracting investment, speeding up projects is a very important solution to develop accommodation and tourism facilities, diversify and improve the quality of tourism services in the province, proving Ninh Thuan as really an attractive destination for tourists in the coming time.
